CITY OF SAN LEANDRO <br />STAFF REPORT <br />DATE: January 19, 2010 <br />TO: Stephen Hollister, City Manager <br />FROM: Marian Handa, City Clerk <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br />~~~ <br />Stephen Hollister <br />City Manager <br />MATTER OF CONSIDERATION OF USING RANKED CHOICE VOTING (RCV) FOR THE <br />2010 GENERAL MUNICIPAL ELECTION (CONTINUED FROM DECEMBER 7, 2009) <br />SUMMARY AND RECOMMENDATION <br />At its meeting on December 7, 2009, the City Council continued the consideration of using <br />Ranked Choice Voting (RCV) for the 2010 General Municipal Election to January 19, 2010. <br />The matter was continued to give the Council sufficient time to ensure that the City of Oakland <br />was moving forward with RCV, and to give staff time to explore possibilities for mitigating the <br />first-year implementation costs of RCV. <br />This report provides updates on the Ranked Choice Voting (RCV) system, approval, cost, and <br />other issues for consideration. Staff recommends that the Council review and discuss the <br />information, receive public input, and then take action regarding whether RCV will be used for <br />the 2010 election. <br />BACKGROUND <br />RCV System Approval <br />Staff reported at the December 7 City Council meeting that on December 4, 2009, the California <br />Secretary of State (SOS) issued aone-time administrative approval to Alameda County to use the <br />RCV voting system for 2010. This approval allows the Cities of Oakland, Berkeley and San <br />Leandro to consider using RCV for their 2010 municipal elections. <br />At its meeting on January 5, 2010, the Oakland City Council approved the use of RCV for its <br />General Municipal Election in November 2010, and authorized its City Administrator to enter <br />into a Memorandum of Understanding (MOU) with Alameda County for reimbursement of the <br />costs of implementing RCV. The Oakland City Council will not call a June 2010 nominating <br />election, as the use of RCV would make a second Council election unnecessary. <br />The City of Berkeley does not have the same sense of time urgency as do San Leandro and <br />Oakland, as its General Municipal Election is held in November. Additionally, before the <br />Berkeley City Council approves the MOU, it must make the determination that RCV will not <br />
