Hollister <br />City Manager <br />CITY COUNCIL REVIEW AND SELECTION OF THREE PROJECTS FOR <br />PRESENTATION TO THE CITY'S CONGRESSIONAL REPRESENTATIVES DURING <br />THE MARCH NATIONAL LEAGUE OF CITIES CONFERENCE IN WASHINGTON, D.C. <br />FOR INCLUSION IN THE FEDERAL FISCAL YEAR 2011 BUDGET <br />SUMMARY AND RECOMMENDATION <br />It is recommended that the City Council choose no more than three projects for presentation to <br />the City's congressional representatives for inclusion in the Federal FY 2011 Budget. <br />BACKGROUND <br />Annually, City Councilmembers travel to Washington, D.C. during the National League of Cities <br />Conference and lobby congressional delegates to include City projects for funding in the federal <br />budget for the upcoming year. This process, coordinated by the City's Federal Relations <br />Representative Len Simon, includes meetings with Senators, Representatives and staff with <br />presentation of written material in support of the City's selected projects. These efforts have <br />proven successful with recent partially funded projects, including Marina Dredging, East 14th <br />Street Improvements, the Davis/880 Interchange and the Senior Center. <br />Last year's project submissions were not acted upon as there were no "earmarks" in the FY 2010 <br />Federal budget. Instead, there were both competitive and formula Stimulus (American Recovery <br />and Reinvestment Act) funds. The projects submitted last year were: <br />San Leandro Marina Spine -Bay Trail connection - $1,500,000 <br />Public Safety Building Expansion - $3,000,000 <br />East 14th Street Improvements - $3,000,000 <br />Staff is recommending that the Council consider resubmitting these projects. Also submitted for <br />Council consideration is the East 14th Street "Triangle" project: <br />East 14th Street/Hesperian Boulevard/150th Avenue Improvements - $2,000,000 <br />
