Hollister <br />City Manager <br />MATTER OF APPROVAL OF FY 2010-2014 U.S. DEPARTMENT OF HOUSING AND <br />URBAN DEVELOPMENT (HUD) FIVE-YEAR CONSOLIDATED PLAN AND FY 2010- <br />2011 ANNUAL ACTION PLAN <br />SUMMARY AND RECOMMENDATION <br />Staff recommends that the City Council adopt the resolution approving the FY 2010-2014 <br />Housing and Community Development Strategic Plan (HUD Five-Year Consolidated Plan) and <br />FY 2010-2011 Annual Action Plan and authorizing the execution of all related documents by the <br />City Manager and submission of both Plans to HUD. Both Plans have been available for public <br />comments for thirty (30) days since March 20, 2010. Upon adoption by the City Council, both <br />Plans will be combined with the Alameda County HOME Consortium's plans (for the County <br />and each Consortium member city) and forwarded to HUD. <br />BACKGROUND <br />The FY 2010-2014 Five-Year Consolidated Plan updates the housing and community <br />development needs in San Leandro and the strategies for meeting these needs. The FY 2010- <br />2011 Annual Action Plan implements the strategies by undertaking activities during the program <br />year that utilize two (2) HUD grants: Community Development Block Grant (CDBG) and Home <br />Investment Partnership (HOME) funds from HUD. <br />The first drafts of both the FY 2010-2014 Five-Year Consolidated Plan and FY 2010-2011 <br />Annual Action Plan were presented to the City Council at a public hearing on March 15, 2010. <br />The Council directed staff to make both Plans available for public comment fora 30 day period <br />from March 20th through April 19th, 2010. The drafts of both Plans were available for public <br />review at City Hall, at the Main Library, and on the City's website. To date, only the Davis <br />Street Family Resource Center (DSFRC) has commented on both plans. DSFRC staff expressed <br />
