CITY OF SAN LEANDRO
STAFF REPORT
DATE: April 19, 2010
TO: Stephen Hollister, City Manager
h '
FROM: Carolyn Knudtso ,Director
Recreation and Human Services Department
SUBJECT PROJECT/PROJECT DESCRIPTION:
APPROVED AND
FORWARDED
TO CITY COUNCIL
tep en L. Hollister~~
City Manager
MATTER OF APPROVAL OF A LETTER OF INTENT TO PARTNER WITH KaBOOM! IN
DESIGNING AND CONSTRUCTING A PLAYGROUND WITH COMMUNITY
INVOLVEMENT
SUMMARY AND RECOMMENDATION
Staff recommends that the City Council authorize the City Manager to sign a Letter of Intent
(attachment A) to partner with KaBOOM! in designing and constructing a playground with
community involvement. KaBOOM! is a national non-profit that facilitates sponsorship of
playground construction through a community build model. The City is one of the applicants in
a competitive process. Once the Letter of Intent is submitted, KaBOOM! will bring the letter
forward and meet with the funding sponsor. If the City of San Leandro is chosen as the
recipient, the final agreement will come to City Council for authorization and signature.
BACKGROUND
The San Leandro Recreation and Human Services Department was contacted by KaBOOM!
(information about KaBOOM! is included below) and asked to consider being a Community
Partner and submitting an application for a playground site. A funding sponsor has specifically
indicated an interest in having a playground built in San Leandro.
The site must be located in a low income area and must not have other play structures. If the site
has old play structures which do not meet current safety standards, they must be removed at the
City's expense. KaBOOM! also requires a local non-profit partner with the City to do fund
raising, outreach to the community, bring in volunteers and provide co-chairs for the many
planning committees.
After reviewing the KaBOOM! project summary (attachment B), which details the
responsibilities of the Community Partner; City staff (from the departments of Public Works,
Engineering and Transportation and Recreation and Human Services) determined that it would
benefit the City to submit an application.
Working with KaBOOM!, a number of sites were discussed. KaBOOM! feels that the best
match for .their criteria and funding partner is Toyon Park. Although funding is available to
