Hollister <br />City Manager <br />RECONSIDERATION OF AN ORDINANCE PROVIDING FOR THE CONDUCT OF THE <br />2010 GENERAL MUNICIPAL ELECTION USING RANKED CHOICE VOTING (RCV) <br />SUMMARY AND RECOMMENDATION <br />At its April 5, 2010 meeting, the City Council considered the ordinance providing for the use of <br />Ranked Choice Voting (RCV). The motion to adopt the ordinance failed by a vote of 3-3. <br />Councilmember Gregory was absent from the meeting. <br />Invoking San Leandro City Charter Section 305(h), Mayor Santos filed a notice with the City <br />Clerk, suspending the Council's action and bringing the matter back for reconsideration tonight. <br />BACKGROUND <br />On January 19, 2010, the City Council, by a 5-2 vote (Members Starosciak and Stephens <br />opposed), approved a Memorandum of Understanding (MOU) with the County of Alameda and <br />the Cities of Berkeley and Oakland. By approval of the MOU, the City of San Leandro agreed to <br />reimburse the County for the costs of conducting an RCV election on the City's behalf in <br />November 2010. <br />City Charter Section 600 allows the Council, by ordinance, to change the City's General <br />Municipal Election to consolidate with the statewide general election in November of even- <br />numbered years. On February 1, 2010, the City Council adopted Ordinance No. 2010-002, <br />changing the date of the City's General Municipal Election from June to November, to allow for <br />the use of RCV. Staff has performed public notification of the election date change, as required <br />by the ordinance. <br />This ordinance was placed on the March 15, 2010 City Council agenda for consideration. As <br />three members of the Council were absent from the meeting, the remaining members voted to <br />
