CITY OF SAN LEANDRO <br />STAFF REPORT <br />DATE: June 21, 2010 <br />TO: <br />FROM: <br />BY: <br />Stephen Hollister, City Manager <br />Lianne Marshall, Assistant City Manager <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br />Stephen Hollister <br />City Manager <br />Kathy Ornelas, Community Relations Representative <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />MATTER OF APPOINTMENT OF COMMUNITY REPRESENTATIVES TO THE <br />OAKLAND AIRPORT NORTH FIELD AND SOUTH FIELD RESEARCH GROUPS AND <br />THE NOISE MANAGEMENT FORUM <br />SUMMARY AND RECOMMENDATION <br />It is recommended that Debra Brinson be appointed as San Leandro's community representative <br />to the Oakland Airport North Field Research Group, that John Manuel and Gerd Marggraff be <br />appointed as San Leandro's community representatives to the Oakland Airport South Field <br />Research Group, and that William Fernandez be appointed as San Leandro's community <br />representative to the Oakland Airport/Community Noise Management Forum. <br />BACKGROUND <br />The Oakland Airport North Field and South Field Research Groups and the Oakland <br />Airport/Community Noise Management Forum have existed for a number of years as <br />opportunities for neighbors of the Oakland Airport to have dialogue and work toward solutions <br />regarding impacts to neighboring communities from activities at the airport. <br />All of these groups meet on a quarterly basis. The North Field Group representatives for San <br />Leandro have included two community members and the City's Community Relations <br />Representative. The South Field group representatives have been two community .members, the <br />Community Relations Representative and the City's Planning Manager. Due to the breadth of <br />knowledge and time involved in working toward solutions to concerns, the community <br />representatives to these two groups have served for 4-year terms, as indicated in the Council <br />Members Handbook. <br />The Noise Forum representatives have been one elected official and one community member. <br />The elected official occasionally changes as City Council appointments to intergovernmental <br />agencies change each year. However, the community member appointment is fora 2-year term. <br />
