Hollister <br />City Manager <br />Kathy Ornelas, Community Relations Representative ~~ <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />RESOLUTION OPPOSING THE GOVERNOR'S PROPOSED CUTS TO CHILD CARE <br />SERVICES IN CALIFORNIA <br />SUMMARY AND RECOMMENDATION <br />The Davis Street Family Resource Center is asking the City Council to adopt a resolution <br />opposing the Governor's proposed significant budget cuts for state funding of child care services <br />from the State's Fiscal Year 2010-11 Budget. Adoption of a resolution is recommended. <br />BACKGROUND <br />In his May revision of the State's Proposed Fiscal Year 2010-11 Budget, Governor <br />Schwarzenegger proposed reducing state funding for need-based, subsidized child care by $1.2 <br />billion to close a budget gap. As a result, social services agencies throughout the state are facing <br />dramatic cuts for child care and early education programs. <br />The Davis Street Family Resource Center reports that their agency stands to lose $7 million in <br />funding annually for the operation of child development services to their two subsidized child <br />care centers and their voucher programs, affecting over 850 children from low income families <br />living and working in San Leandro, San Lorenzo, Castro Valley, Ashland, and Cherryland. <br />Additionally, Davis Street projects that, with the elimination of child care for local working poor <br />and families in job training, 436 working families will lose jobs, 54 families would need to drop <br />out of job training programs, and 12 staff, including teachers, site supervisors, case managers, <br />and administration staff, would lose employment. <br />The League of California Cities reports that both the Senate and Assembly budget committees <br />have rejected proposed cuts to social services funding, with other funding alternatives being <br />proposed. <br />The California Child Care Resource and Referral Network, which is a 30-year-old child care <br />advocacy organization in California, reports that over 180 agencies and organizations have <br />signed on to oppose the Governor's budget cuts. These include 4C's of Alameda County, <br />Alameda County Child Care Planning Council, and First 5 Alameda County.
