Hollister City Manager MATTER OF THE 2010 GENERAL MUNICIPAL ELECTION SUMMARY AND RECOMMENDATION On February 1, 2010, the City Council adopted an ordinance to change the City's General Municipal Election date to accommodate the use of Ranked Choice Voting (RCV). The election date was changed to consolidate the City's election with the Statewide General Election, which is conducted in November of even-numbered years. Staff recommends that the City Council call the City's General Municipal Election, to be held on Tuesday, November 2, 2010. To ensure the proper conduct of the General Municipal Election on November 2, 2010, the Council should take the following actions: 1) adopt a resolution providing for the holding of a General Municipal Election; 2) adopt a resolution establishing regulations for candidates; and 3) pass to print and adopt an ordinance establishing nomination procedures. BACKGROUND To allow staff to conduct the General Municipal Election, the City Council must take action to approve several documents. These documents and their purposes are listed below. RESOLUTION PROVIDING FOR THE HOLDING OF THE GENERAL MUNICIPAL ELECTION This resolution provides for the holding of the General Municipal Election for the election of the Mayor, and City Councilmembers for Districts 1, 3, and 5. It directs the City Clerk to perform the publications, postings and noticing for the election as required by the California Elections Code. It also requests the Alameda County Board of Supervisors permit the consolidation of the City of San Leandro General Municipal Election with the Statewide General Election; direct the
