Hollister <br />City Manager <br />MATTER OF THE 2010 GENERAL MUNICIPAL ELECTION <br />SUMMARY AND RECOMMENDATION <br />On February 1, 2010, the City Council adopted an ordinance to change the City's General <br />Municipal Election date to accommodate the use of Ranked Choice Voting (RCV). The election <br />date was changed to consolidate the City's election with the Statewide General Election, which is <br />conducted in November of even-numbered years. Staff recommends that the City Council call <br />the City's General Municipal Election, to be held on Tuesday, November 2, 2010. <br />To ensure the proper conduct of the General Municipal Election on November 2, 2010, the <br />Council should take the following actions: <br />1) adopt a resolution providing for the holding of a General Municipal Election; <br />2) adopt a resolution establishing regulations for candidates; and <br />3) pass to print and adopt an ordinance establishing nomination procedures. <br />BACKGROUND <br />To allow staff to conduct the General Municipal Election, the City Council must take action to <br />approve several documents. These documents and their purposes are listed below. <br />RESOLUTION PROVIDING FOR THE HOLDING OF THE GENERAL MUNICIPAL <br />ELECTION <br />This resolution provides for the holding of the General Municipal Election for the election of the <br />Mayor, and City Councilmembers for Districts 1, 3, and 5. It directs the City Clerk to perform <br />the publications, postings and noticing for the election as required by the California Elections <br />Code. It also requests the Alameda County Board of Supervisors permit the consolidation of the <br />City of San Leandro General Municipal Election with the Statewide General Election; direct the <br />
