Report on Airport Noise Insulation Program <br />William Schock reported staff has been negotiating with the Port of Oakland regarding the Port <br />bringing forward an amendment to the Settlement Agreement wherein the Port will commit to <br />continue funding the Airport Noise Insulation Program (ANIP). However, the summary of the <br />amendment terms that Port Staff was bringing to the Committee included a significant item that <br />City staff has not agreed to -requiring the City to participate in the evaluation and <br />strengthening of a portion of a levee adjacent to the City's Water Pollution Control Plant. <br />Larry Galindo and Kristi McKenney from the Port discussed the terms of the proposed <br />amendment (see attachment). <br />• The Port will continue to fund Phase II to complete the work on the 73 homes that are <br />poised to have construction begin as soon as the project is funded and materials are <br />ordered. However, there would be $3,162,943 cap and a June 20, 2012 sunset to Phase II. <br />• The Port recommends the remaining 46 homes be placed in a third phase that would be <br />funded if and when the Port's debt service coverage on all of the Port's debt is at least 1.7 <br />times the amount in the prior fiscal year, and that Phase III would sunset December 31, <br />2015. <br />• The Port is asking the City to agree to "expeditiously perform the necessary geotechnical <br />investigations and engineering studies to the satisfaction of FEMA, and to the extent <br />necessary, improve such levees to meet FEMA standards." <br />
