CITY OF SAN LEANDRO
STAFF REPORT
DATE: July 19, 2010
TO:
VIA:
FROM:
Stephen Hollister, City Manager
APPROVED AND
FORWARDED
TO CITY COUNCIL
Lianne Marshall, Assistant City Manager
Rayan Fowler, Information Services Manage
SUBJECT PROJECT/PROJECT DESCRIPTION:
RESOLUTION APPROVING A STANDARD SUPPORT MAINTENANCE AGREEMENT
WITH NEW WORLD SYSTEMS TO CONTINUE TO PROVIDE ON-GOING SUPPORT FOR
THE POLICE DEPARTMENT'S INTEGRATED JUSTICE INFORMATION SYSTEM (IJIS)
FOR FIVE YEARS COMMENCING SEPTEMBER 1, 2010 THROUGH AUGUST 31, 2015.
SUMMARY AND RECOMMENDATION
The San Leandro Police Department installed IJIS in 2006. The system encompasses the
automation for the majority of activities within the Police Department. The standard support
maintenance agreement for the first five years was part of the original contract. Staff negotiated
a new five-year contract reducing the cost of the support agreement $20,000 annually and
extending the contract through August 31, 2015.
Staff recommends City Council adoption of a resolution to approve afive-year agreement with
New World Systems for the maintenance of IJIS in the amount of $195,000 for the first year, and
with a 5% increase annually over the next 4 years.
BACKGROUND
Analysis
The San Leandro Police Department went out to bid in July 2004 to replace the Police
Department's 17-year-old Computer Aided Dispatch/Records Management System (CAD/RMS)
with an integrated system that interfaces with federal, state and county agencies for Property,
Jail, Dispatch, Patrol, Investigations, Traffic and Records functions. New World Systems was
awarded the contract in March 2005. The original software costs, including afive-year
maintenance agreement, were $1.8 million. Since 2005, IJIS has been upgraded numerous times
allowing greater capabilities. The system now integrates with the City's Geographical
Information Software and three additional modules have been added to assist the Police
Department's Criminal Investigation Division.
~i?~-o
Stephen L.
