Hollister
City Manager
RESOLUTION OF AWARD OF CONSTRUCTION CONTRACT TO O.C. JONES & SONS,
1NC. FOR THE BANCROFT AVENUE STREET REHABILITATION PROJECT, PROJECT
NO. 09-150-38-319.
SUMMARY AND RECOMMENDATION
Staff recommends award of contract to the low bidder, O.C. Jones & Sons, Inc., in the amount of
$550,737.93 for the subject project.
BACKGROUND
In early 2009, President Obama signed into law the Federal American Recovery and
Reinvestment Act of 2009 (ARRA). The ARRA contained approximately $49 billion in
transportation funding, with $27 billion for roads.
The City of San Leandro received $1,338,000 during the first round of ARRA funding
programmed for Alameda County, which was used to reconstruct portions of Washington
Avenue and Aladdin Avenue. The bids for the project came in much lower than anticipated due
to a favorable bidding market, which resulted in a savings of $308,115.
The Alameda County Congestion Management Agency (ACCMA) worked with the
Metropolitan Transportation Commission (MTC) to create the ARRA Cost Savings Plan, which
is a means for local agencies to recapture the leftover ARRA funding for use on other projects.
These funds will be used to rehabilitate Bancroft Avenue from 138th Avenue to 148th Avenue as
part of the subject project. The scope of work includes the cement treating the roadway base
materials for strength and repaving the surface with 4 inches of asphalt concrete. Curb ramps
within the project limits that do not comply with current Americans with Disabilities Act (ADA)
standards will also be replaced.
