~+ <br />IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION N0.2000 - 11 (1120/1313-B ) <br />A RESOLUTION OF THE CITY COUNCIL ADOPTING A MITIGATED NEGATIVE <br />DECLARATION ANDA FINDING OF NO SIGNIFICANT IMPACT AND <br />ADOPTING FINDINGS RELATED THERETO FOR APPROVAL OF THE DISPOSITION <br />AND DEVELOPMENT AGREEMENT FOR THE DEVELOPMENT OF <br />232 EAST 14TH STREET <br />INTO A 60 UNIT SENIOR AFFORDABLE HOUSING PROJECT <br />APN 76-273-27-2 <br />RECITALS <br />WHEREAS, the Redevelopment Agency of the City of San Leandro ("Agency"), <br />American Baptist Homes of the West ("Developer"), and San Leandro Investors, LLC, Inc. <br />("Contributor") have negotiated a Disposition and Development Agreement ("DDA") for <br />acquisition and sale of property to be used fora 60 unit affordable housing development for <br />senior citizens; and <br />WHEREAS, the City Council of the City of San Leandro ("City") is an Agency <br />responsible for the approval of the DDA and will be the Agency applying for federal funds to <br />implement the project; and <br />WHEREAS, an Environmental Assessment/Initial Study and Mitigated Negative <br />Declaration were prepared pursuant to the requirements of the California Environmental Quality <br />Act and the National Environmental Policy Act in December of 1999 and circulated for public <br />review from January 5, 2000 to February 4, 2000; and <br />WHEREAS, the City has received and reviewed copies of the Environmental <br />Assessment/Initial Study and the Mitigated Negative Declaration; and <br />WHEREAS, the City has received and reviewed copies of a Mitigation Monitoring Plan <br />for the Project prepared by the Agency. <br />NOW, THEREFORE, the City Council of the City of San Leandro does resolve as <br />follows: <br />Section 1. That, pursuant to the California Environmental Quality Act and the National <br />Environmental Policy Act, the City makes the following findings: <br />a. The City finds that the Agency has conducted an independent analysis of the adequacy <br />of the proposed Mitigated Negative Declaration. <br />
