~+ IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION N0.2000 - 11 (1120/1313-B ) A RESOLUTION OF THE CITY COUNCIL ADOPTING A MITIGATED NEGATIVE DECLARATION ANDA FINDING OF NO SIGNIFICANT IMPACT AND ADOPTING FINDINGS RELATED THERETO FOR APPROVAL OF THE DISPOSITION AND DEVELOPMENT AGREEMENT FOR THE DEVELOPMENT OF 232 EAST 14TH STREET INTO A 60 UNIT SENIOR AFFORDABLE HOUSING PROJECT APN 76-273-27-2 RECITALS WHEREAS, the Redevelopment Agency of the City of San Leandro ("Agency"), American Baptist Homes of the West ("Developer"), and San Leandro Investors, LLC, Inc. ("Contributor") have negotiated a Disposition and Development Agreement ("DDA") for acquisition and sale of property to be used fora 60 unit affordable housing development for senior citizens; and WHEREAS, the City Council of the City of San Leandro ("City") is an Agency responsible for the approval of the DDA and will be the Agency applying for federal funds to implement the project; and WHEREAS, an Environmental Assessment/Initial Study and Mitigated Negative Declaration were prepared pursuant to the requirements of the California Environmental Quality Act and the National Environmental Policy Act in December of 1999 and circulated for public review from January 5, 2000 to February 4, 2000; and WHEREAS, the City has received and reviewed copies of the Environmental Assessment/Initial Study and the Mitigated Negative Declaration; and WHEREAS, the City has received and reviewed copies of a Mitigation Monitoring Plan for the Project prepared by the Agency. NOW, THEREFORE, the City Council of the City of San Leandro does resolve as follows: Section 1. That, pursuant to the California Environmental Quality Act and the National Environmental Policy Act, the City makes the following findings: a. The City finds that the Agency has conducted an independent analysis of the adequacy of the proposed Mitigated Negative Declaration.
