IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> ORDINANCE NO. 2001 - 013 (2888) <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN LEANDRO APPROVING <br /> AND ADOPTING AMENDMENT NO. 5 TO THE ALAMEDA COUNTY /CITY OF SAN <br /> LEANDRO REDEVELOPMENT PLAN TO DESIGNATE THE ALAMEDA COUNTY <br /> REDEVELOPMENT AGENCY AS THE REDEVELOPMENT AUTHORITY FOR THE <br /> UNINCORPORATED PORTION OF THE JOINT REDEVELOPMENT PROJECT AREA <br /> WHEREAS, the City Council of the City of San Leandro (the "City Council ") adopted <br /> Ordinance No. 93 -012 designating the San Leandro Redevelopment Agency (the "Agency ") as <br /> the Redevelopment Agency for the Alameda County — City of San Leandro Redevelopment <br /> Project (the "Joint Redevelopment Project "); and <br /> WHEREAS, the Alameda County Board of Supervisors (the "Board of Supervisors ") <br /> adopted Ordinance No. 0 -92 -71 designating the Agency as the Redevelopment Agency for the <br /> Alameda County — City of San Leandro Redevelopment Project (the "Joint Redevelopment <br /> Project "); and <br /> WHEREAS, the Board of Supervisors and the City Council adopted the Joint <br /> Redevelopment Project in July 1993; and <br /> WHEREAS, the County of Alameda reactivated the Alameda County Redevelopment <br /> Agency in July 2000; and <br /> WHEREAS, the County of Alameda and the Alameda County Redevelopment Agency <br /> are processing a Joint Redevelopment Project Plan Amendment which will designate the <br /> Alameda County Redevelopment Agency as the Redevelopment Agency for the unincorporated <br /> territory in the Joint Redevelopment Project and will rescind Ordinance No. 0- 92 -71; and <br /> WHEREAS, the Joint Redevelopment Project will be administering jointly by the City <br /> of San Leandro and the County of Alameda, and the agreement governing the administration of <br /> the Joint Redevelopment Project will be amended to reflect these changes; and <br /> WHEREAS, notice of the hearing was published in a newspaper of general circulation in <br /> Alameda County in accordance with Health and Safety Code Sections 33452(a), and a copy of <br /> such notice and affidavit of publication are on file with the City Clerk and Agency Secretary; and <br /> WHEREAS, in accordance with Health and Safety Code Section 33452, copies of the <br /> notice of the May 7, 2001 joint public hearing before the City Council and the Agency were <br /> mailed to each property owner within the boundaries of the Joint Redevelopment Project and by <br /> certified mail with return receipt requested to the governing body of each taxing agency which <br /> receives taxes from property in the Joint Redevelopment Project Area; and <br /> WHEREAS, the adoption of this Ordinance is exempt from environmental review under <br /> the California Environmental Quality Act ( "CEQA ") pursuant to Public Resource Code Section <br /> 1 <br />
