IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO ORDINANCE NO. 99 - 025 (1120/1313 - B) AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN LEANDRO APPROVING AND ADOPTING A REDEVELOPMENT PLAN FOR. THE WEST SAN LEANDRO/MACARTHUR BOULEVARD REDEVELOPMENT PROJECT AREA RECITALS WHEREAS, the City Council of the City of San Leandro (the City Council) • has received from the City of San Leandro Redevelopment Agency (the Agency) the proposed redevelopment plan (the Redevelopment Plan) for the West San Leandro/MacArthur Boulevard Redevelopment Project Area (the Project. Area), a copy of which is attached hereto as Attachment 1, together with the Agency's report in accordance with the requirements of Health and Safety Code Section 33352 (the Report to Council), including: the reasons for selection of the Project Area, a description of the physical and economic conditions in the Project Area, an implementation plan describing specific goals and objectives along with projects proposed by the Agency, and a description of how such projects will improve or alleviate blight, an explanation of why redevelopment of the Project Area cannot reasonably be expected to be accomplished by private enterprise alone or by the City through other than tax increment financing, the proposed method of financing redevelopment of the Project, a method or plan for relocation of families and persons temporarily or permanently displaced from housing in the Project Area, an analysis of the preliminary plan, the report and recommendation of the City Planning Commission, the summary of information presented by the Project Area Committee or the Agency referred to in Health and Safety Code Section 33387, the report regarding conformance with the General Plan required by Government Code Section 65402, the environmental impact report required by Public Resources Code Section 21151, the county fiscal officer report required by Health and Safety Code Section 33328, a neighborhood impact report, and an analysis by the Agency of the report required by Health and Safety Code Section 33328; and • WHEREAS, in accordance with Health and Safety Code Section 33346 the Redevelopment Plan has been submitted to the City Planning Commission (the Commission), the Commission has determined that the Redevelopment Plan conforms with the City General Plan, and the Commission has recommended approval of the Redevelopment Plan; and 1
