• <br /> IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> ORDINANCE NO. 96 - 09 (2662) <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> AMENDING SECTIONS 1 -304, 2 -712, 2 -714, AND 4 -1684 <br /> OF THE CITY OF SAN LEANDRO ZONING CODE RELATED TO THE ALAMEDA <br /> COUNTY HAZARDOUS WASTE MANAGEMENT PLAN AND INCORPORATING <br /> CERTAIN PROVISIONS INTO THE SAN LEANDRO ZONING CODE <br /> Recitals <br /> The San Leandro Planning Commission held a public hearing on June 13, 1996 to <br /> review the proposed Zoning Code amendments and to hear public testimony regarding these <br /> amendments. Following the hearing the Planning Commission recommended that the City <br /> Council approve the modifications to the Zoning Code. The proposed changes were identified <br /> by redline. <br /> Public Notices informing residents of the time and place of the Planning Commission <br /> and City Council public hearings were published in the Daily Review, a local newspaper, at <br /> least 10 days before each public hearing. <br /> The proposed Zoning Code amendments are consistent with the General Plan of the City <br /> of San Leandro because policies in the General Plan address the importance of coordinating <br /> major land use decisions with the planning policies of other levels of government which are <br /> affected by these developments. The proposed changes implement the Alameda County <br /> Hazardous Waste Management Plan. <br /> NOW, THEREFORE, the City Council of the City of San Leandro does hereby <br /> ORDAIN as follows: <br /> Section 1. The definition of Industrial Transfer / Storage/Treatment Facilities for <br /> Hazardous Waste, in Section 1 -304 of the San Leandro Zoning Code is hereby amended to <br /> read as follows: <br /> Industrial Transfer /Storage/Treatment Facilities for Hazardous Waste: Any hazardous waste <br /> management facility which is not a small -scale transfer and storage facility or a residuals <br /> repository. This facility category includes but is not limited to: <br /> a. Manifested waste transfer station <br /> b. Recycling facility <br /> c. Aqueous treatment facility <br /> d. Stabilization and solidification facility <br /> e. Bioremediation facility <br />
