CITY OF SAN LEANDRO <br />STAFF REPORT <br />DATE: <br />TO: <br />FROM: <br />BY: <br />November 15, 2010 <br />Stephen Hollister, City Manager <br />Lianne Marshall, Assistant City Manager <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br />Stephen Hollister <br />City Manager <br />Kathy Ornelas, Community Relations Representative vo <br />SUBJECT PROJECT /PROJECT DESCRIPTION: <br />MATTER OF ADOPTION OF CITY OF SAN LEANDRO AMERICANS WITH <br />DISABILITIES ACT TRANSITION PLAN 2010 UPDATE <br />SUMMARY AND RECOMMENDATION <br />It is recommended that the City's updated Americans with Disabilities Act Transition Plan be <br />adopted by the City Council. <br />BACKGROUND <br />In 2009, following a review of the City's policies and procedures by the Fair Housing and Equal <br />Opportunity Division (FHEO) of the Housing and Urban Development Department (HUD), the <br />City was asked to update its Transition Plan (Plan) for compliance with Title II of the Americans <br />with Disabilities Act (ADA). The City's original Plan was adopted in 1995. While the ADA <br />has not required agencies to update their Plans, the City agreed that it would be prudent to update <br />its Plan and make all reasonable efforts to bring publicly -used City facilities into compliance <br />with current ADA guidelines. <br />Analysis <br />Staff undertook the project with the assistance of Moore, Iacofano and Goltsman (MIG), a <br />consulting firm specializing in communications and development of ADA plans. All of the <br />public use areas of City facilities were evaluated for compliance with current ADA guidelines, <br />and a list of needed modifications was established. While some of the City's facilities (i.e. <br />Family Aquatic Center and Manor Branch Library) have been completed in the past few years, <br />the inspections showed that all facilities are in need of modifications to some degree. <br />The next task was for staff to determine the priority ranking for all of the City's facilities. Staff <br />considered which facilities are used most frequently by the public, as well as considering which <br />facilities are well used by community members who are also income - eligible for federal <br />assistance programs. Next, following ADA guidelines, staff and the consultants determined the <br />priority ranking of each modification in each facility. Basic entry into a facility is a higher <br />priority, for instance, than amenities such as drinking fountains or placement of elevator buttons. <br />
