Director <br /> Engineering and Transportat ep ent <br /> BY: Kenneth Joseph, City Engineer <br /> Engineering and Transportation D artme <br /> SUBJECT PROJECT /PROJECT DESCRIPTION: <br /> RESOLUTION AUTHORIZING NEGOTIATION OF A SOLE SOURCE CONTRACT WITH <br /> PUBLIC RESTROOM COMPANY FOR THE PURCHASE OF A PRE - FABRICATED <br /> RESTROOM FOR THE TOYON PARK RESTROOM REPLACEMENT PROJECT, PROJECT <br /> NO. 210 -62 -008. <br /> SUMMARY AND RECOMMENDATION <br /> Staff recommends that the City Council authorize staff to negotiate a sole source contract for the <br /> purchase of a pre - fabricated public restroom with Public Restroom Company (PRC) for the <br /> Toyon Park Restroom Replacement Project, Project Number 210 -62 -008. <br /> BACKGROUND <br /> The City of San Leandro replaced restroom facilities at several parks in recent years. These <br /> structures were replaced because the existing facilities had outlasted their intended life span, <br /> needed extensive repairs, and did not meet current building codes or accessibility regulations. <br /> These replacement restrooms were individually designed, but each was based on a common <br /> design prototype. While this method resulted in a quality product, the cost was high and <br /> construction time was significant, causing extensive park disruption. <br /> The existing restroom at Toyon Park was approved for replacement for the reasons stated above <br /> and due to extensive ongoing maintenance. Prior to embarking on its replacement, Engineering <br /> and Transportation, Public Works Services and Recreation and Human Services department staff <br /> agreed to assess the possibility of using a pre - fabricated restroom building. Installation of a pre- <br /> fabricated structure has substantially lower project costs and minimizes construction- related <br /> impacts to the park and its users. The variety of pre- manufactured restroom buildings allows for <br /> a building style selection that incorporates the major design components of the City's own <br /> restroom design prototype. <br />
