Hollister, City Manag <br /> FROM: Uche Udemezue, P.E., Director <br /> Engineering and Transportation epartment <br /> 13Y: Keith Cooke, P.E., Principal Engineer <br /> Engineering and Transportation Department <br /> SUBJECT /PROJECT DESCRIPTION: <br /> MATTER OF ESTABLISHING AN UNDERGROUND UTILITY DISTRICT ON EDEN <br /> ROAD FROM DOOLITTLE DRIVE TO DAVIS STREET. <br /> SUMMARY AND RECOMMENDATION <br /> Staff recommends that the City Council: 1) conduct a public hearing on the matter of establishing <br /> an Underground Utility District on Eden Road from Doolittle Drive to Davis Street; and 2) upon <br /> conclusion of the public hearing, adopt a resolution, establishing the District. <br /> BACKGROUND <br /> On November 1, 2010, Council passed a resolution of intention calling for a public hearing <br /> relating to this matter. Staff has notified the public of the hearing in the manner prescribed by <br /> the Municipal Code. <br /> Per Chapter 5 -3, Article 2 of the San Leandro Municipal Code a public hearing must be held to <br /> ascertain whether the public necessity, health, safety, or welfare requires the removal of poles, <br /> overhead wires and associated overhead structures before a district may be established. I such a <br /> finding is made, then a resolution may be passed declaring the identified area as an underground <br /> utility district. <br /> The City currently has two active underground utility districts. Phase 1 of undergrounding work <br /> on East 14 Street from the southern City limits to 150 Avenue, a distance of about 2,600 linear <br /> feet, is in construction. Phase 2 of undergrounding work on East 14 Street from 150 Avenue <br /> to Thornton Street/Maud Avenue, a distance of about 8,800 linear feet, is in the design stage. <br /> Presence of an underground utility district requires property owners within the district to pay for <br /> the cost of relocating utilities that serve their property. <br />
