Report from Port of Oakland Regarding runway Safety Area Improvement Project
(The Port of Oakland requested their presentation on the South Field Perimeter Dike
Improvement Project be pulled from the agenda.)
Joshua Polston from the Port's Planning Division gave a presentation on the Runway Safety
Area (RSA) improvement project that the Federal Aviation Administration is requiring of most
airports in the nation. The project is intended to improve stability of the arrival end, departure
end, and to the sides of runways to reduce the risk of injury to passengers and crew, improve
emergency response, and reduce the risk of damage to the aircraft, should an aircraft overshoot,
land short of or slide off the side of a runway. The Oakland Airport will need to lengthen or
widen all three of its runway configurations. An Environmental Assessment report is expected
to be released in fall 2011, with the final design for the project expected in about a year.
Construction is expected to lase about two years and could begin in 2013. The airport's
runways must meet FAA standards by 2015.
Based on Mr. Polston's report Councilmember Prola asked what the Port is considering for
mitigation of the 18.5 acres of wetland on the airport property that will be taken for this project.
The Port will be working with regulatory agencies to see what opportunities exist.
City Manager Hollister suggested the Port may want to see if there is a need for materials from
the City's Dredge Materials Maintenance Site in the RSA project.
