CITY OF SAN LEANDRO
APPROVED AND
STAFF REPORT FORWARDED
TO CITY COUNCIL
DATE: February 7, 2011 Stephen Hollister
TO: City Council City Manager
FROM: Stephen Hollister, City Manager
BY: Jacqui Diaz, Deputy City Manag:4l
i
SUBJECT PROJECT /PROJECT DESCRIPTION:
CITY COUNCIL REVIEW AND PRIORITIZATION OF PROJECTS FOR PRESENTATION
TO THE CITY'S CONGRESSIONAL REPRESENTATIVES DURING THE MARCH
NATIONAL LEAGUE OF CITIES CONFERENCE IN WASHINGTON D.C. FOR
INCLUSION IN THE FEDERAL FISCAL YEAR 2012 BUDGET
SUMMARY AND RECOMMENDATION
Annually, members of the City Council travel to Washington D.C. during the National League of
Cities conference and lobby congressional delegates to include City projects for funding in the
federal budget for the coming year. This process, coordinated by the City's Federal Relations
Representative Len Simon, includes meeting with Senators, Representatives and staff with
presentation of written material in support of the City's selected projects. These efforts have
proven successful with partially funded projects over the past several years, such as the Senior
Community Center, East 14 Street improvements, and the Davis /880 Interchange.
While it is not clear as to available funding at the federal level, it is important to proceed with
identifying and prioritizing beneficial projects to the City. Based on input from the Council and
City staff, the following projects are suggested to be prioritized:
East 14 Street Improvements (medians and sidewalk improvements) - $3 million
requested; $350,000 allocated FY 06 (Stark); $200.000 earmark then eliminated, FY 07; no
funds received.
Public Safety Building Expansion - $3 million (project and design) requested; requested $3
million in FY 09 (no action); no previous allocation.
Marina Spine Construction (extension of the Bay Trail from Marina Boulevard to Fairway
Drive) - $1.5 million requested; requested $1.5 million in FY 11; no allocation received.
