Cooke, Principal Engineer A <br /> Engineering and "Transportation Depa tment <br /> SUB.1 ECT /PROJ ECT DESCRI I''I'ION: <br /> RESOLUTION AUTHORIZING SUBMITTING THE 2013 REGIONAL TRANSPORTATION <br /> PLAN AND 2012 COUNTYWIDE TRANSPORTATION PLAN PROJECT LIST. <br /> SUMMARY AND RECOMMENDATION <br /> A list of projects will be submitted to the Alameda County Transportation Commission (ACTC), <br /> for the development of both the Regional Transportation Plan (RTP) and the Countywide <br /> Transportation Plan (CWTP). <br /> The ACTC is administering the county -level CaII for Projects and Programs for the Metropolitan <br /> Transportation Commission (MTC) Regional Transportation Plan (RTP) and development of the <br /> Sustainable Communities Strategy (SCS). The submitted projects will support the update of the <br /> CWTP and the development of a new Transportation Expenditure Plan (TEP), which may appear <br /> on the November 2012 ballot. The SCS will guide investment policies for available <br /> transportation funds. <br /> Staff recommends that the City Council authorize the City Manager to submit a list of projects <br /> similar in form to the list included in this report and as modified at the direction of the City <br /> Council for the 2013 RTP and 2012 CWTP. <br /> I3ACKGROUND <br /> In 2008, Senate 13111 375 (SB 375) was enacted. The state law requires that our RTP contain an <br /> SCS that integrates land -use planning and transportation planning. For the 25 -year period <br /> covered by the RTP, the SCS must identify areas within the nine - county bay area sufficient to <br /> house all of the region's population, including all economic segments of the population. It must <br /> also attempt to coordinate the resulting land -use pattern with the transportation network so as to <br /> reduce per capita greenhouse -gas emissions from personal -use vehicles (automobiles and light <br /> trucks). <br />
