The flexibility of the grant allowed the City to locate the project at any section of East
14 Street deemed necessary.
On April 12, 2004, the East 14 Street South Area Development Strategy (Strategy) was adopted
by Council. The Strategy recommended construction of landscaped medians and curb return
bulb -outs on East 14 Street between San Leandro Boulevard and the southerly City limits. In
addition, the Redevelopment Agency (RDA) adopted the 2004 -2009 Implementation Plan for the
Alameda County /City of San Leandro Redevelopment Project Area, which identified public
improvements consistent with the East 14' Street South Area Plan as being of highest priority in
implementing the objectives of the RDA.
The TEA -21 grant funds were set aside for the median portion of the various improvements
identified back in 2004. This project beautified the corridor while improving vehicular and
pedestrian safety.
