The site was used as an automobile "junk yard" from approximately 1950 to 1989 and
then used to stockpile and recycle soil. The pile measured approximately 400 feet long by 100
feet wide and was 37 feet high.
In 2006, the property was acquired by the City to accommodate the expansion of the WPCP
facility. To make the property usable, the stockpiled material was removed and the site graded.
As part of the Final Order of Condemnation for the site, City deposited $450,500.00 with the
State Condemnation Fund. These monies were designated to partially fund the cleanup of the
dirt and remediation of contamination.
Analysis
On September 7, 2010, the City awarded the construction contract for the subject project to
Granite Rock Company. The project involved separation and stockpiling of clean dirt for reuse
from the existing pile, and disposing contaminated and excess soil, including debris from the
existing pile to designated disposal sites. The work also included regrading of the site and
installation of temporary drainage inlets and pipes.
