Update on Draft Fiscal Year 2011 -12 HUD Annual Action Plan <br /> Planning Manager Liao provided an update for the Committee regarding the HUD Annual <br /> Action Plan for FY 2011 -2012. Liao outlined the proposed CDBG and HOME funds the City <br /> expects to receive from the federal government, and explained that though the numbers are not <br /> final he expects a 16% reduction in funds compared to FY 2010 -11. Liao explained that the <br /> proposed distribution of these funds will be presented to the entire City Council on Monday, <br /> April 18 and recommended that the Human Services Commission review the final allocation of <br /> these funds. <br /> 2. First Time Homebuyer Program Update <br /> Planning Manager Liao informed the Committee that the first -time home buyer loan program <br /> was very successful this year and all of the 5300,000 allocated for these loans for FY 2010 -2011 <br /> has been distributed. Liao explained that these loans are paid out of the redevelopment set -aside <br /> fund. <br /> 3. Downtown Parking Community Meetings <br /> Business Development Manager Battenberg introduced the item, explaining that with the <br /> construction of the new downtown parking garage, the City is taking a closer look at how parking <br /> functions throughout the downtown. Battenberg then introduced Development Specialist Tim <br /> Ricard. Ricard explained that in order to obtain input from the community and maximize the <br /> City's parking resources three community meetings will be held in the coming months. These <br />
