Discussion Regarding Proposed FY 2011 -12 Fees and Taxes Budget & Compliance Manager Perini presented increases to services and fees as proposed by individual departments. Perini reported that the proposed increases would generate an additional S160,000 in General Fund revenue. In most cases, increases are based on the Bay Area Consumer Price Index of 1.4% as well as comparison surveys of surrounding cities. Fees do not exceed the cost of services. Enterprise Fund Fee increases estimated to generate 5512,000 in the new fiscal year, mostly attributed to sewer service rate increase of 5 %. Significant changes to fee schedule carne from the Police Department and Public Works. The Police Department proposed increases to fingerprint/background checks for taxicab owners and increase to taxicab driver permit fees. The Vehicle Release fee was proposed to increase from 5160.00 to 5200.00. Finance Committee decided to decrease this fee to S175.00 from the proposed 5200.00. Public Works — Marina fees increased to be comparable with neighboring Marinas, which includes: (a) Berth rental increase by 5 %; (b) Live aboard permit increase from S 125 /month to 5150 /month; (c) Visitor berthing increase by 33 %; (d) Two new fees of Post Office Box fee S 10.00 /month and dry storage fee of 575.00 /per space per month. Public Works — Water Pollution Control Plant Wastewater Discharge service fees increase by 5% for 2011-12. In accordance with the San Leandro Municipal code staff increased Business License, Emergency Medical Services, and 911 Emergency Communication System Access taxes by CPI 1.4 %.
