CITY OF SAN LEANDRO
STAFF REPORT
DATE: June 20, 2011
TO: Stephen L. Hollister, City Manager
FROM: Uchenna Udemezue, Director
Engineering and Transportation Department
APPROVED AND
FORWARDED
TO CITY COUNCIL
Stephen L. Hollister
City Manager
BY: Kenneth Joseph, City Engineer
Engineering and Transportation Department
SUBJECT PROJECT/PROJECT DESCRIPTION:
RESOLUTION OF AWARD OF CONTRACT TO MCNABB CONSTRUCTION, INC. FOR THE
TOYON PARK RESTROOM REPLACEMENT SITEWORK, PROJECT NO. 10- 210 -62 -008.
SUMMARY AND RECOMMENDATION
Staff recommends award of contract to the low bidder, McNabb Construction, Inc. in the amount
of $84,700.00 for the subject project.
BACKGROUND
Whenever possible, the City replaces inadequate restroom facilities at its parks. Replacement
may be for one or more reasons, including: 1) the high cost of maintaining an aging facility; 2)
lack of compliance with current building codes; and 3) insufficient accessibility. These
replacement restrooms were individually designed for each park based on a common design
prototype. While this method resulted in a quality product, the cost was high and construction
time was significant, causing extensive park disruption.
To reduce costs and park disruption, the City decided to install its first pre- fabricated restroom
structure at Toyon Park. Several vendor proposals were evaluated, and Public Restroom
Company (PRC) was selected as the preferred vendor. Subsequently, a sole — source contract
with PRC was approved by City Council and the building is currently under construction.
Prior to installing the pre- fabricated structure, the site must be prepared. Generally, pre-
fabrication vendors do not have the capability to undertake site preparation; therefore, a different
contractor will handle the site work.
