CITY OF SAN LEANDRO
STAFF REPORT
DATE: June 20, 2011
TO: Stephen L. Hollister, City Manager
FROM: Uchenna Udemezue, Director
Engineering and Transportation Department
BY: Kenneth Joseph, City Engineer
Engineering and Transportation Department
SUBJECT PROJECT/PROJECT DESCRIPTION:
APPROVED AND
FORWARDED
TO CITY COUNCIL
Stephen L. Hollister
City Manager
PRESENTATION AND DIRECTION ON PRIVATE SEWER LATERAL.
SUMMARY AND RECOMMENDATION
This report provides information pertaining to the presentation and discussion regarding
Administrative Code Title 8 Chapter 11 concerning the financial responsibility of reconnecting
sanitary sewer laterals. Staff recommends Option 1, retaining the existing procedure with
improved financial assistance.
BACKGROUND
The City operates and maintains Publicly Owned Treatment Works (POTW), on behalf of the
ratepayers, serving the northern two-thirds of the City, with Oro Loma Sanitary District serving
the remainder of the City. The POTW includes a network of sewer main pipelines located both
within the public right of way and on private property. Many of the sewer main components are
50 to 100 years old and were installed before adjoining properties were subdivided and
developed. As the system has aged, repair and replacement is required.
In 1995, the City completed a comprehensive Sanitary Sewer Master Plan that identified sanitary
sewer system deficiencies throughout the City. Using the information from the Master Plan,
additional sewer camera television inspections and maintenance reports, the Engineering and
Transportation Department compiled and then prioritized a list of sewer lines that require repair
or replacement. Subsequently, an annual sewer repair and replacement program was established.
As part of this 2009 program for replacing sewers, damaged pipelines were evaluated and
scheduled for various forms of treatment. A pipeline located between Dutton Avenue and
Broadmoor Boulevard was included as part of the 2009 repair and replacement project. Portions
of this pipeline are located in the back and side yards parallel to Beverly and Breed Avenues.
See attached Exhibit A. This segment required a high level of maintenance throughout the years.
