Update on Airport Noise Insulation Program <br /> William Schock gave an update on the City's Airport Noise Insulation Program. The initial <br /> architectural surveys have been done on the 10 pilot homes to receive insulation first. Four <br /> homes in the project area have been selected for pre- and post - construction noise testing. Bid <br /> documents should be sent out in May for the construction contractor(s). <br /> Resident Judy Harris of Charlotte Avenue is owner of one of the 10 pilot homes. She had <br /> questions about the avigation easement. The consultant has not yet distributed the new <br /> avigation easement documents. Staff will make certain those are available to the <br /> homeowners as soon as possible. <br /> Ms. Harris also expressed concerns regarding the requirement to move furniture and remove <br /> the contents of her attic so insulation can be done. Her husband is disabled and she is unable <br /> to accomplish these tasks on her own. Committee Member Santos asked if there would be <br /> some way the City could assist with a program for this work. However, Committee <br /> Members Grant and Nardine expressed reservations in the City becoming involved. They <br /> were concerned about liability and the need to provide that kind of service to all participants. <br /> Carole Wedl, representing the Port of Oakland, said that in the Alameda insulation program <br /> tasks of this nature are the responsibility of the homeowner. <br />
