CITY OF SAN LEANDRO CITY COUNCIL AIRPORT COMMITTEE September 2, 2004 9:00 a.m. — 10:30 a.m. Marina Community Center 15301 Wicks Blvd. San Leandro, California Titan Auditorium HIGHLIGHTS Committee Members: Councilmember Nardine, Councilmember Santos City staff present: John Jermanis, City Manager; Kathy Ornelas, Community Relations Representative; Hanson Hom, Community Development Director; William Schock, Chief Building Official Public present: 21 community members The meeting was called to order at 9:12 a.m. 1. Update on Airport Noise Insulation Program (AMP) William Schock gave a report on the progress of the program. 143 qualified homeowners asked to participate in the insulation program. An additional 37 residents expressed interest in participating. However, they were not able to submit required documentation of owner - occupancy of the property. An additional 39 residents replied that they are not interested in participating. All of the 143 qualified homeowners would be drawn during the lottery following the committee meeting. All of these homeowners will receive written confirmation of their ranking in the program within the next few weeks. Information meetings for participants will begin soon. Staff anticipates implementing another phase after the project is underway to select the remaining 57 homes to be insulated. It is anticipated the first 10 homes will be insulated in a • pilot project, with construction documents underway in the late fall and construction to begin in spring of '05. Councilmember Nardine asked at what point the City might consider including rental properties in the program. John Jermanis replied that staff may come back to the Committee for recommendations if we are not able to find a total of 200 owner- occupied homes for the program. Committee Recommendation None
