Report on Oakland Airport Emergency Training Exercises <br /> Kathy Omelas gave a report on the training exercises and safety summit meeting the Oakland <br /> Airport has held. In compliance with the terms of the settlement agreement between the City <br /> and the Port of Oakland, the City has been included in these exercises. <br /> 2. Discussion Regarding Port of Oakland's Plan to Add an Instrument Landing System to a North <br /> Field Runway <br /> The settlement agreement between the City and the Port of Oakland calls for the relocation 'of <br /> the North Field instrument landing system (ILS) from runway 27 Right to runway 27 Left. At <br /> two recent public meetings, airport representatives have reported that the airport is in <br /> discussions with the Federal Aviation Administration to add a new ILS to runway 27 Left and <br /> keep the ILS on runway 27 Right in place. <br /> Committee members agreed that clarification is needed from the Port of Oakland as to their <br /> intentions to comply with the terms of the settlement agreement on this matter. If a new ILS is <br /> added to the North Field, what impact will that have for San Leandro and what would the <br /> airport's plan be for use of two ILS runways? Committee members agreed that the City should <br /> write to the Port of Oakland, calling for a meeting on this matter. Committee Member Santos <br /> asked that the meeting also include discussion regarding moving the landing beacon from <br /> Bayfair Mall to a point further west. <br /> 3. Update on Airport Noise Insulation Program <br /> William Schock introduced the consulting firm of C. Kell -Smith and Associates (CKSA). Staff <br /> has been negotiating with CKSA on a contractual services agreement for management of the <br />
