Recommendation from Ad Hoc Committee Regarding Appointment of Citizen Representative <br /> to Noise Forum <br /> An Ad Hoc Committee consisting of Council Members Santos and Stephens met on May 1 to <br /> interview five individuals who had applied to serve on the Noise Forum. The recommendation <br /> is that John Manuel of Neptune Drive be appointed as the Citizen Representative. <br /> 2. Update on Airport Noise Insulation Program <br /> William Schock gave a report on the progress of the Airport Noise Insulation Program (ANIP). <br /> On June 12, a five member panel interviewed four consultant firms which had submitted <br /> proposals for management of the Airport Noise Insulation Program (ANIP). The panel <br /> consisted of William Schock as Chief Building Official and the City's internal Project <br /> Manager, Associate Engineer Nick Thom, Community Relations Representative Kathy <br /> Ornelas, Airport Noise Management Officer Carole Wedl, and John Manuel representing the <br /> community. <br /> A final tally of the ratings from the panel showed that the firm of C. Kell -Smith and <br /> Associates, Inc. (CKSA) had scored the highest. Staff recommends the City begin negotiations <br /> with CKSA on a contractual services agreement. The drafted agreement would be brought to <br /> the Committee for review then to the full City Council for approval, hopefully in September. <br /> (See staff report attached.) <br /> Council Member Santos asked if any reference checks had been done with cities on the <br /> Peninsula which had use the services of CKSA for their noise insulation programs.
