Update on Supplemental Settlement Agreement with the Port of Oakland and Discussion <br /> Regarding Meetings with Port of Oakland Aviation Committee <br /> City Manager John Jermanis updated the committee on the work the City Attorney has been <br /> doing on an addendum to the 2000 Settlement Agreement between the City and the Port of <br /> Oakland. The objective of the addendum is to get clarification on the specifics of the Noise <br /> Insulation Program (ANIP) and to obtain advanced funding from the Port so that the ANIP <br /> can proceed. The City Manager will bring a draft of the addendum to the full Council in <br /> Closed Session. <br /> Regarding the provision of the agreement that provides for three meetings each year between <br /> the City Council and the Port's Aviation Committee, it was suggested that the City Council <br /> Airport Committee be the body that participates in these meetings. The Committee <br /> concurred with that recommendation. Mayor Young commented that we will be happy to <br /> work with the Port on selecting dates for those meetings. Appointment of an alternate <br /> representative will be discussed with the full Council. <br /> Council Member Santos suggested that the Airport Committee would like to review the draft <br /> addendum prior to the closed session. <br /> 2. Discussion Regarding the Alameda County Land Use Plan (ALUP) Draft Boundaries <br /> City Planning Manager Debbie Pollart gave a report on the meeting that she attended <br /> regarding the drafting of a new Airport Land Use Plan by the Alameda County Land Use <br /> Commission. New boundaries for the ALUP are being recommended which will include <br /> substantially more of San Leandro. The last time the ALUP was completed was in the <br /> 1980's. The Commission has asked for comments from the City by the end of April. <br />
