• • <br /> City Council Airport Committee <br /> February 4, 2003 <br /> Meeting Highlights <br /> Called to order at 4:10 p.m. <br /> Committee Members Present: Surlene Grant, Tony Santos <br /> Committee Member Absent: Shelia Young <br /> 10 audience members present <br /> 5 Port of Oakland staff members present <br /> 2 City staff members present <br /> Discussion with Port of Oakland Regarding Airport Master Plan Process <br /> • Staff members from the Port of Oakland gave summary reports on the Port's Supplemental <br /> Environmental Impact Report (SEER) process for the Airport Development Plan, and the <br /> Airport Master Plan process. <br /> • Information sheets were passed out to help clarify the Port's community forums regarding <br /> aircraft noise and airport projects, the SEIR, and the Port's settlements between the City of <br /> San Leandro, the San Leandro Unified School District, and the City of Alameda. <br /> • The SEIR will study potential noise impacts of increased nighttime flights due to <br /> implementation of the ADP, measure the mobile- source emissions of toxic air contaminants <br /> that would occur from normal operation of the airport operations on air quality and human <br /> health, and study mitigation impacts to the western burrowing owl caused by the ADP. <br /> • Single event nighttime noise levels will be studied using measurements from Neptune Drive, <br /> Garfield Elementary School, Timothy Drive and Tudor Road. <br /> • The draft SEIR will be published later this year and be available for public comment. <br /> • The Master Plan process is still being designed. It will include forecasting, trend analyses, <br /> cost/benefit analyses, policy development, and finally development of project and program <br /> plans. <br /> • The timeline for the process will be determined once the Port Board has identified the <br /> consultant and clarified the process. <br /> • Past studies (e.g. Airfield Planning Study) may be incorporated. <br /> Discussion Regarding Appointment to Oakland/Airport Community Noise Management Forum <br /> • Committee members reviewed the application materials and approved publication of the <br /> advertisement for applications from the community. <br /> • An announcement will be published in the San Leandro Tines and sent to Homeowner <br /> Associations. <br /> • The deadline for applications from the community will be March 10, 2003. <br /> . <br />
