• <br /> • • <br /> • <br /> • City Council Airport Committee <br /> December 17, 2002 <br /> Meeting Highlights <br /> Called to order at 4:05 p.m. <br /> Committee Members Present: Shelia Young, Surlene Grant, Tony Santos <br /> 7 audience members present <br /> 5 City staff members present <br /> Discussion Regarding Implementation of Remaining Elements of the Settlement Agreement with <br /> the Port of Oakland <br /> • The City Attorney reported on what is being documented in a second agreement between the <br /> City and the Port to enable the City to move forward with the noise insulation program. The <br /> original settlement agreement states that the insulation program will not commence until the <br /> FAA has approved the Airport Development Plan. That approval may be some time in <br /> coming, and the City would like to move forward with the insulation program. The Port is <br /> agreeable to this. <br /> • The second agreement will also include elements of the Phase I and Phase II settlement <br /> • agreements between the Port and Alameda. San Leandro will now be entitled to the same <br /> status and performance reports from the Oakland Airport, will be included in the Airport <br /> Master Plan process, and will be entitled to regular meetings with the Port Board's Aviation <br /> Committee. <br /> • The City Manager explained that the City's intent for the noise insulation program will be to <br /> go beyond what was provided for in the original agreement and expand the program to <br /> insulate the homes to the same degree that Alameda homes have received. <br /> • The Committee will be provided with a summary of the elements of the second agreement as <br /> soon as it is available. <br /> Discussion of Appointment of Citizen Representative to the Oakland Airport/Community Noise <br /> Management Forum <br /> • • Chair Young reported that San Leandro's citizen representative to the Noise Forum, Clare <br /> Brunk, resigned at the last Forum meeting after serving on the Forum for a year. <br /> • Chair Young recommended that there be a process to select a new representative. <br /> • Committee Member Santos suggested that the Committee use the same process that the City <br /> uses for appointments to Boards and Commissions. The Committee agreed and directed staff <br /> to do outreach to interested groups (i.e. homeowners groups, the Chamber of Commerce, <br /> Industrial Roundtable, West San Leandro RAC) to advertise the vacant appointment. <br /> • <br />
