• • <br /> • <br /> City Council Airport Committee <br /> April 2, 2002 Meeting Highlights <br /> Committee Members: Shelia Young, Surlene Grant, Tony Santos <br /> Called to order at 4:08 p.m. <br /> 14audience members and 5 City staff members present <br /> Report from City Manager Regarding Airport Noise Insulation Program <br /> • City Manager John Jermanis recapped the settlement agreement between the Port of <br /> Oakland and the City of San Leandro, specifically regarding the noise insulation <br /> program. The City has asked the Port to permit advanced funding of $1 million to <br /> start a pilot program. He suggested pilot homes in the Timothy Drive, Davis West <br /> and Neptune Drive neighborhoods could be insulated to determine the effectiveness <br /> of the insulation measures. <br /> • Committee Member Young suggested a tour of insulated homes in the Alameda <br /> program be arranged for the committee members. She discussed aspects of the • • <br /> Chicago O'Hare International Airport's insulation program, including the fact that the <br /> O'Hare program does not require an avigation easement be signed by participating <br /> homeowners. She suggested the pilot homes in San Leandro's program be exempt <br /> S from the avigation easement until the effectiveness of the insulation is known. <br /> • Committee Member Grant questioned whether it would be more appropriate for San <br /> Leandro to use a consultant to manage the program, or if an in -house staff member <br /> wouldn't be a better alternative. <br /> • Committee Member Santos commented that he knows of a person who has been <br /> monitoring the effectiveness of the insulation programs on the Peninsula. He is <br /> skeptical that the insulation measures in the San Leandro agreement will be effective <br /> in reducing noise levels down to a goal of 45 dB. He thinks it may take a period of <br /> time after the pilot homes are insulated to determine the effectiveness of the <br /> insulation. <br /> • Committee Members recommended that the City Council be briefed on this matter <br /> and seek consensus on directing staff to begin the RFQ process for a consultant for <br /> the insulation program. <br /> • Committee Members asked for agenda items in the next committee meeting include <br /> an update on the Airport Development Plan since September 11, 2001, and discussion <br /> regarding whether or not San Leandro's insulation program will meet FAA approval. <br /> Public comments were permitted after this agenda item: <br /> • Wafaa Aborashed asked that the noise contour neap in the Draft General Plan be <br /> updated to include the current map showing projected contours for 2015. She offered <br /> her home as an example of one that has received noise insulation. She agreed that an <br /> avigation easement should not be required. <br /> isr7 <br />
