• • <br /> City Council Airport Issues Committee <br /> April 17, 2001 Meeting Highlights <br /> Committee Members: Shelia Young, Surlene Grant, Tony Santos <br /> Called to order at 4:05 p.m. <br /> 8 audience members present <br /> MTC /RAPC Discussion <br /> • Chris Brittle, Planning Manager of the Metropolitan Transportation Commission <br /> (MTC) made a presentation on MTC's Regional Airport Planning Committee's <br /> (RAPC) 2000 Regional Airport System Plan. The Plan studied trends in growth at <br /> Bay Area airports and the capacity of those airports to manage the growth. <br /> • Committee Member Young asked how RAPC members are appointed. Mr. Brittle <br /> reported that MTC members express their interest to the Chair and are then appointed <br /> when vacancies exist. The Chair is appointed by ABAG. <br /> • Committee Member Santos expressed the belief of many residents that there is need <br /> for another regional airport in the Bay Area. Cargo CAP and high -speed rail should <br /> S be considerations as alternatives to expansions of existing airports. <br /> • Mr. Brittle was asked about the newly forming Regional Airport Roundtable. Mr. <br /> Brittle reported that it is in its conceptual stage. When formed, the Roundtable would <br /> serve under RAPC as a working group of all regional agencies to discuss regional <br /> airport issues. These would include the growing concern of over - flight noise. <br /> • Committee Member Santos discussed the proposal that Minnesota Congressman <br /> Overstaff has offered to introduce new airline industry standards which could reduce <br /> decibel levels by 30 -40 points if a NASA style program were to be adopted. <br /> UPDATE ON OAKLAND AIRPORT SOUTH FIELD RUNWAY OVERLAY <br /> PROJECT AND STATUS OF PENDING LITIGATIONS AGAINST THE AIRPORT <br /> EXPANSION PROJECT <br /> • Steve Grossman, Director of Aviation at the Oakland International Airport, made the <br /> report. He stated that many of the community's recommendations from the public <br /> meetings held in September 2000 have been included in the overlay plan. The Port <br /> has received Federal approval to convert Taxiway W, next to the South Field, into a <br /> temporary runway to accommodate all of the departures during the project. <br /> • The contract for the project was awarded in April to Gallagher & Burke. The <br /> tentative dates of construction will be August 10 -20, 2001. Their goal is to have the <br />
