CITY OF SAN LEANDRO <br />STAFF REPORT <br />DATE: July 18, 2011 <br />TO: <br />FROM: <br />" <br />Lianne Marshall, Interim City Manager <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br />Uchenna Udemezue, Director �■ <br />Engineering and Transportation De t <br />0 <br />Keith Cooke, Principal Engineer <br />Engineering and Transportation Dep ment <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING THE <br />CALL FOR BIDS FOR THE ANNUAL SIDEWALK PROGRAM 2011 -12, PROJECT NO. <br />2009.0241. <br />This annual project provides for removal and replacement of damaged concrete sidewalk, <br />driveway approaches, curbs and gutters and the installation of sidewalk curb ramps throughout <br />the City. <br />SUMMARY AND RECOMMENDATION <br />Staff recommends approval of the plans and specifications and call for bids on the subject <br />project. <br />BACKGROUND <br />Property owners are required by both the State Highway Code and San Leandro Municipal Code <br />to maintain the sidewalks along their frontage. The City operates a sidewalk repair program, <br />described in Title 8 of the San Leandro Administrative Code, which provides for the repair of <br />sidewalk damage. When the City is made aware of damaged public sidewalks or driveways, <br />staff examines the area to determine if repairs or replacement will be required. Minor defects are <br />ground or patched at no (direct) charge to property owners. Larger defects that require removal <br />and replacement of the concrete are also repaired under the program, but the property owner <br />adjacent to such a defect must reimburse the City for the cost unless a City street tree is the <br />cause. If a City tree is the cause, property owners only pay %2 the cost. <br />Lianne Marshall <br />Interim City Manager <br />In addition to the repair of sidewalks, this project will include the installation of sidewalk curb <br />ramps to meet current Americans with Disabilities Act (ADA) requirements. As part of the <br />City's ADA curb ramp transition plan, several updated sidewalk curb ramps are installed each <br />
