MCGRATH (APPLICANT <br />AND PROPERTY OWNER); RS RESIDENTIAL SINGLE-FAMILY DISTRICT. <br />SUMMARY AND RECOMMENDATION <br />In April 2011, the Zoning Enforcement Official (ZEO) approved a Minor Site Plan Review for a <br />proposed new two story addition at the rear of the residence at 908 Dowling Boulevard. The <br />ZEO decision was appealed by Harry Metaxas to the Board of Zoning Adjustments (BZA) on the <br />grounds that the standards for Minor Site Plan Review, as outlined in San Leandro Zoning Code <br />Section 2-580, are not being met by the proposed addition. At their June 2, 2011 meeting, the <br />BZA heard the matter of the appeal and affirmed the ZEO's original approval, and thus denied <br />the appeal. The appellant, Harry Metaxas, is appealing the BZA's decision to the City Council. <br />The Board of Zoning Adjustments and staff recommend that the City Council make a motion to <br />uphold the Board of Zoning Adjustments affirmation of the approval of the Minor Site Plan <br />Review and deny the appeal. If the City Council's decision is to modify or reverse the BZA's <br />decision, the Council must state the specific reasons for modification or reversal. <br />BACKGROUND <br />• The subject property is zoned RS Residential Single -Family and is developed with an existing <br />one-story single-family home.
