TO: City Council FROM: Chris Zapata City Manager BY: Luke Sims Community Development Director FINANCE REVIEW: Not Applicable TITLE: Discussion Regarding Impacts of Eliminating the Redevelopment Agency and Plans for Maintaining Limited City Business Development and Housing Services RECOMMENDATIONS Information regarding the impact of the elimination of Redevelopment Agencies was presented to the City Council at a Special Council Meeting held on January 23, 2012. On February 3, 2012, additional financial details were presented to the Finance Committee for review and discussion. Based on direction from the Finance Committee, an additional scenario, Scenario B, has been added to the presentation (copy attached) and specific information regarding funding of business and housing programs follows. Potentially impacted parties have been informed of the February 14, 2012 work session. This report is for information only and no action is required. BACKGROUND Business Development Programs Farmers' Market - Pacific Coast Farmers' Market Association manages the market and vendors and is paid approximately $8,500 per season. PCFMA's budget includes funding for weekly advertisements, music and staffing of the information booth every other week. The remaining $1,500 assists with market promotions such as wine glasses, produce bags and durable grocery bags. A budget reduction from $10,000 to $8,500 will decrease the amount of funds for marketing. Every other week staffing by redevelopment personnel at the market information booth, which assists with promotional items such as the passport books and drawings, will likely be eliminated.
