A
iSx'4City of San Leandro
Meeting Date: October 15, 2012
Staff Report
File Number: 12-443 Agenda Section: ACTION ITEMS
Agenda Number: 10.A.
TO: City Council
FROM: Chris Zapata
City Manager
BY: Uchenna Udemezue
Engineering & Transportation Director
FINANCE REVIEW: David Baum
Finance Director
TITLE: Staff Report for a Resolution Awarding a Construction Contract to Suarez &
Munoz Construction, Inc. for the Marina Park Irrigation Improvements Project,
Project No. 11 - 150-62-111
SUMMARY AND RECOMMENDATIONS
The subject project will replace the irrigation system at Marina Park. Staff recommends the
City Council award the contract to the lowest responsible bidder, Suarez & Munoz
Construction, Inc., in the amount of $616,345.00 for the subject project.
-Tits] life] Yell] 0I W7
On March 2, 2009, the City received notice from the East Bay Regional Parks District
(EBRPD) of its eligibility for $3,740,998 in Measure WW Park Bond funds. The funds are for
the development of neighborhood, community, and regional parks and recreation lands and
facilities. After completing a park needs assessment with public input, the City developed a
ranked list of City parks improvements projects for City Council funding consideration through
the Measure WW grant. In the 2010-2011 fiscal year budget, nine projects, including the
Marina Park Irrigation Project, were approved as part of the Capital Improvement Program
budget.
The current irrigation system at Marina Park was installed in the 1960's and has reached the
end of its useful life. This project will replace the irrigation system in its entirety, including
irrigation lines and sprinkler heads. Water pressure will be increased with the installation of
booster pumps. An enhanced irrigation control system will monitor weather information and
adjust the irrigation accordingly and will alert maintenance personnel of problems or leaks to
optimize water usage and conserve resources. The controllers will be installed to operate
remotely from central software that will be installed at the Public Works service center. In
addition, hose connections will be installed throughout Marina Park so that it will be easier for
staff to wash down picnic areas.
City of San Leandro Page 1 Printed on 10/9/2012
