MINUTES <br /> SAN LEANDRO CITY COUNCIL MEETING <br /> JUNE 14, 1993 <br /> The City Council of the City of San Leandro met in an Adjourned Session in the <br /> City Council Chambers of the City Hall on the above date at 8:00 p.m. , Mayor <br /> Faria presiding. <br /> 1. CALL TO ORDER <br /> 2. PLEDGE OF ALLEGIANCE TO THE FLAG <br /> 3. ROLL CALL <br /> PRESENT: Council Members Corbett, Kerr, Myers, Perry, Polvorosa; <br /> Mayor Faria <br /> ABSENT: None <br /> 4. PUBLIC COMMENTS Public Comments are limited to 3 minutes per person. <br /> None <br /> 5. PUBLIC HEARINGS <br /> A. Matter of Adoption of City Manager's Proposed Budget, 1993-94 Fiscal <br /> Year, Including Proposed Changes in Fees. <br /> This being the time and place for the Public Hearing on the above <br /> matter, discussion began with the: <br /> - Resolution Amending Title 12, Chapter 5 of the San Leandro <br /> Administrative Code Relating to Fees, Charges and Classification of <br /> Users for Sewer Services Provided in Accordance with the Uniform <br /> Wastewater Discharge Regulations (adjusts sewer services user fees and <br /> charges, effective July 1, 1993) . <br /> Bob Taylor, Public Works Services Director, said State and Federal <br /> regulations require that any municipal agency that receives grant funds <br /> must complete a study every two years to ensure funds are adequate to <br /> operate the facility and ensure replacement. He introduced Craig <br /> Lawson, the City consultant. <br /> Craig Lawson said he has been preparing these studies for the City for <br /> the past five years. He said the studies are based on the Full Cost of <br /> Service philosophy. He said San Leandro's facility was built in the <br /> 30's, when the sewer flow was much higher than today. He said the rate <br /> of flow has decreased, primarily in the industrial area; and, as a <br /> result, there are certain fixed costs that can be reduced and certain <br /> fixed costs that cannot be reduced.
