MINUTES <br /> SAN LEANDRO CITY COUNCIL MEETING <br /> FEBRUARY 18, 1992 <br /> The City Council of the City of San Leandro met in regular session in the City <br /> Council Chamber of the City Hall on the above date at 8:00 p.m. , Mayor Karp <br /> presiding. <br /> 1. CALL TO ORDER <br /> 2. PLEDGE OF ALLEGIANCE TO THE FLAG <br /> 3. ROLL CALL <br /> PRESENT: Council Members Corbett, Faria, Glaze, Perry, Polvorosa, Santos; <br /> Mayor Karp <br /> ABSENT: None <br /> 4. PRESENTATIONS <br /> A. Presentation of California Park and Recreation Society Awards (special <br /> award to Rubin Garcia and community service recognition to the San <br /> Leandro Fire Fighters) . Mayor Karp made a presentation to Ruben Garcia <br /> for his outstanding work at Siempre Verde Park. He said the project <br /> involved the entire community, including San Leandro Electric, a number <br /> of individual residents, and the Bay Bank of Commerce. He said, in <br /> addition to getting the work done, Mr. Garcia has spent thousands of <br /> hours maintaining the memorial , and he described the attractive <br /> memorial and thanked Mr. Garcia for a job well done. He also thanked <br /> Mr. Garcia's wife. <br /> Mayor Karp presented an award to the Fire Fighters Association for <br /> their assistance in serving at the Thanksgiving Luncheon for seniors <br /> sponsored by the Recreation Department. He said 30 off-duty officers <br /> have served at these luncheons since their inception in 1978. He said <br /> the luncheons serve some 500 people and are extremely popular. <br /> 5. PUBLIC COMMENTS <br /> A. Florence Ruha, President of Floresta Homeowners Association, read a <br /> letter addressed to the City Council regarding her Association's <br /> position on the proposed Assessment Districts. She said the <br /> Association felt scare tactics were used related to proposed cuts of <br /> Police and Fire personnel . She said the Assessment Districts should go <br /> to a vote of the people. She said lighting and landscaping should not <br /> be grouped with disaster preparedness. She said the citizens already <br /> know what to do in case of a disaster. She said a problem is high, top <br /> administrative salaries, and too many managers in the City Manager's <br /> Office. She said the Assessment Districts are another tax that will be <br /> on-going. She questioned the retro-fitting of City Hall and said it <br />
