MINUTES <br /> SAN LEANDRO CITY COUNCIL MEETING <br /> MARCH 5, 1992 <br /> The City Council of the City of San Leandro met in Special Session in the City <br /> Council Chamber of the City Hall on the above date at 5:30 p.m. , Mayor Karp <br /> presiding. <br /> 1. CALL TO ORDER <br /> 2. PLEDGE OF ALLEGIANCE TO THE FLAG <br /> 3. ROLL CALL <br /> PRESENT: Council Members Corbett, Faria, Glaze, Perry, Polvorosa, Santos; <br /> Mayor Karp <br /> ABSENT: None <br /> 4. PUBLIC HEARINGS <br /> A. Matter of Impasse Hearing - San Leandro Fire Fighters' Association/San <br /> Leandro Police Officers' Association. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Steve Meyers, City Attorney, said Glenn Tarver, Personnel <br /> Director, had distributed to the City Council Resolution No. 70-48, the <br /> Employer/Employee Relations Resolution of San Leandro, and called <br /> attention to the sections dealing with impasse and resolution of <br /> impasses. <br /> Glenn Tarver, Personnel Director, said the matter before the City <br /> Council concerned the City-sponsored June 2nd ballot measure regarding <br /> interest arbitration, and more specifically the negotiations the <br /> parties must undertake prior to placing the measure on the ballot, as <br /> required by State law. He said the Fire Fighters' Association (FFA) <br /> and the Police Officers' Association (POA) and the City had engaged in <br /> negotiations on this matter and had reached impasse; therefore, this <br /> matter was brought to the City Council pursuant to Resolution No. 70-48 <br /> in order to resolve this matter. Mr. Tarver distributed copies of the <br /> sections of Resolution No. 70-48 that relate to impasse proceedings. <br /> He said, because this process involves the specifics of the give-and- <br /> take process at the bargaining table, he would ask Austris Rungis, the <br /> City's chief spokesman during negotiations, to present the details. <br /> Austris Rungis, speaking as the Employer's chief spokesperson in <br /> negotiations, said he wished to make some introductory remarks before <br /> beginning his formal presentation. He said technical presentations <br /> would be made by both sides. He described the employer's perspective <br /> of the proposed City ballot measure. He said the measure proposes <br /> that, in the event an arbitrator makes an award in excess of the City's <br />
