MINUTES <br /> SAN LEANDRO CITY COUNCIL MEETING <br /> MAY 4, 1992 <br /> The City Council of the City of San Leandro met in regular session in the City <br /> Council Chamber of the City Hall on the above date at 8:00 p.m. , Mayor Karp <br /> presiding. <br /> 1. CALL TO ORDER <br /> 2. PLEDGE OF ALLEGIANCE TO THE FLAG <br /> 3. ROLL CALL <br /> PRESENT: Council Members Corbett, Faria, Kerr, Myers, Perry, Polvorosa; <br /> Mayor Karp <br /> ABSENT: None <br /> 4. PRESENTATIONS <br /> None <br /> 5. PUBLIC COMMENTS <br /> A. Claudette Langley, San Leandro Advisory Committee for Social Justice, <br /> 651 Elsie Avenue, said the Committee is concerned regarding the events <br /> in Los Angeles. The Committee has been advocating a citizen police <br /> review board in San Leandro. They feel citizen-review boards are a <br /> balance between the community and the police, not a hindrance to the <br /> police. Citizen boards give the citizens a place to express their <br /> views and to feel they have some power. Ms. Langley submitted a <br /> "letter to the editor" she was sending to various newspapers on this <br /> matter. She said the Committee feels working toward a citizen-review <br /> board is an appropriate response to what has been happening around the <br /> Nation. <br /> B. Jeff Gibbons, San Leandro Advisory Committee for Social Justice, said <br /> he endorses Ms. Langley's statements. He also said, as a gay man <br /> living in San Leandro, he thinks the City Council made a bad mistake by <br /> pulling support for United Way. He said, even though United Way is <br /> cutting funds for the Boy Scouts, people can still specify on their <br /> cards that they want their contributions to go to the Boy Scouts. He <br /> said the City has a reputation to uphold and this is a disastrous <br /> reputation. He said he does not approve of the gay community utilizing <br /> muscle to force United Way to stop funding the Boy Scouts because the <br /> Boy Scouts helps boys grow up to be good citizens. He urged the <br /> Council to withdraw its decision. <br />
