MINUTES <br /> SAN LEANDRO CITY COUNCIL MEETING <br /> JULY 29, 1991 <br /> The City Council of the City of San Leandro met in special session in the City <br /> Council Chamber of the City Hall on the above date at 6:30 p.m. , Mayor Karp <br /> presiding. <br /> 1. CALL TO ORDER <br /> 2. PLEDGE OF ALLEGIANCE TO THE FLAG <br /> 3. ROLL CALL <br /> PRESENT: Council Members Corbett, Faria, Glaze, Perry, Polvorosa, Santos; <br /> Mayor Karp <br /> ABSENT: None <br /> 4. PUBLIC COMMENTS <br /> A. Tim Hall , 14825 Wiley St. , asked the City Council to spearhead efforts <br /> by public agencies to acquire the entire Roberts Landing area, including <br /> the property owned by Citation Homes. He said it is essential to <br /> protect the State Lands' wetlands area and to preserve the entire area <br /> for the future of San Leandro. <br /> The City Council explained that the City has made numerous attempts to <br /> secure funds to purchase this property. <br /> Council Member Santos said the property was for sale for a number of <br /> years, and there had been ample opportunity for public agencies to <br /> purchase it for open-space purposes. He noted that President Bush had <br /> made an unsuccessful proposal in 1988, to purchase wetlands throughout <br /> the country. He said funds are not available to purchase the property, <br /> and there would be a tremendous difference of opinion as to the <br /> property's value. He noted that the property was previously zoned <br /> I-2, and in 1985 the property owner could have built on 200 acres of <br /> the property under that zoning designation without special approval . <br /> He said the current proposal represents a compromise on the part of <br /> everyone involved. <br /> Mr. Hall said he understood that the East Bay Regional Park District <br /> has been unable to maintain any management over San Leandro's shoreline <br /> because the City would not allow it. <br /> Mayor Karp agreed that a habitat area, bay trails and bird sanctuary <br /> are important for the area. He said the City has been trying to get <br /> together with the various public agencies, including the Park District, <br /> to maintain the property, but the other agencies do not want to take <br /> over maintenance of the area. He said the City has been encouraging <br /> the State Lands Commission to turn its property over to the Park <br /> District. He said he would be happy to ask Citation Homes how much <br />
