San Leandro, California, February 20, 1990 <br /> The City Council of the City of San Leandro met in regular session in the City <br /> Council Chamber of the City Hall on the above date at 8:00 p.m. The meeting <br /> was opened with the pledge of allegiance to the flag of our country, Mayor Karp <br /> presiding. <br /> PRESENT: Council Members Faria, Glaze, Jardin, Perry, Santos, Suchman; <br /> Mayor Karp <br /> ABSENT: None <br /> MINUTES: <br /> The minutes of the meeting of February 5, 1990 were approved as corrected. <br /> PRESENTATIONS: <br /> a. Presentation of Checks from the San Leandro Optimist Club and Humana Hospital <br /> for the City's Bench Ad Promotional Campaign. The City Council accepted <br /> checks for $1,000 each from the San Leandro Optimist Club and from Humana <br /> Hospital for the City's Bench Ad Promotional Campaign and commended both of <br /> these organizations for their support of community activities. <br /> CORRESPONDENCE: <br /> a. Letter from Carol Schneider, Oakland Resident, Protesting Issuance of <br /> Multiple Parking Citations was noted. Dick Randall , City Manager, noted <br /> there would be an article in both the City newsletter and the Chamber of <br /> Commerce newsletter describing the ordinance providing for multiple parking <br /> citations. He also indicated that those people who are cited receive a <br /> notice with the first ticket saying that each violation is a separate <br /> violation. <br /> b. Letter from San Leandro Advisory Committee on Addiction, Recommending <br /> Adoption of an Ordinance Which Would Provide the Police Department with the <br /> Authority to Take Action Against Persons Hosting a Party Which Is Serving <br /> Alcohol to Minors. Val Gill , 14741 Craft Avenue, Chairman of the Committee, <br /> noted that many people lose their health and suffer through abuse of alcohol <br /> and tobacco. He said he felt the drug problem is related to lack of jobs <br /> for blue collar workers, and that closing military bases and other types of <br /> blue collar employment contributes to drug problems. He requested that the <br /> City Council approve drafting of the subject ordinance; the City Council <br /> concurred. <br /> c. Letter from Bettyclare Lawless, Director of 1990 Festival of the Arts, San <br /> Leandro Art Association, Requesting Funding in the Amount of $4,500 from the <br /> City for the Annual Art Festival to Be Held August 17-19, 1990, was referred <br /> to the budget process. <br />
