City of San Leandro
Meeting Date: February 11, 2014
ONR x419 ` Staff Report
File Number: 14-030 Agenda Section: WORK SESSION
Agenda Number: 2.A.
TO: City Council
FROM: Chris Zapata
City Manager
BY: Cynthia Battenberg
Community Development Director
FINANCE REVIEW: Not Applicable
TITLE: Staff Report for Discussion Regarding Implementation of the Next Generation
Workplace District Study
SUMMARY AND RECOMMENDATIONS
This report provides background on the Next Generation Workplace District Study for San
Leandro's industrial areas, along with a status update on development of an implementation
plan and a staff recommendation for $500,000 in fiscal year 2014-15 for implementation of
priority projects. This work session is intended to advance the discussion of the
implementation process, however, no City Council action is required at this time.
BACKGROUND
On June 17, 2013 the City Council approved a Consulting Services Agreement with the urban
design firm Freedman Tung + Sasaki (FTS) for the preparation of a Next Generation
Workplace District Study for San Leandro's industrial area. FTS worked in partnership with
Spinnaker Strategies, an economic consulting firm, to prepare the study within a very short
time frame to address the immediate needs and opportunities related to the forthcoming
Kaiser Permanente Medical Center and Lit San Leandro high speed fiber optic network. The
study was also intended to guide transformation of the industrial area into a vibrant, innovative
and attractive 21st century workplace that will stimulate the creation of high paying jobs and
attract or retain advanced manufacturing and high tech companies.
FTS and Spinnaker Strategies presented their findings and recommendations to the City
Council on September 9, 2013 and at a Council work session on October 7, 2013. In addition,
FTS made a community presentation on October 2, 2013 at the Zero Net Energy Center.
In the attached final report, FTS describes the City's historical and current industrial area and
evaluates the area's strengths, weaknesses, opportunities and threats. The report also
contains a list of opportunity sites vulnerable to change and an outline of strategies to better
adapt the industrial area to current economic opportunities and the demands (e.g.,
City of San Leandro Page 1 Printed on 21412014
