This work session is intended to advance the discussion of the <br />implementation process, however, no City Council action is required at this time. <br />BACKGROUND <br />On June 17, 2013 the City Council approved a Consulting Services Agreement with the urban <br />design firm Freedman Tung + Sasaki (FTS) for the preparation of a Next Generation <br />Workplace District Study for San Leandro's industrial area. FTS worked in partnership with <br />Spinnaker Strategies, an economic consulting firm, to prepare the study within a very short <br />time frame to address the immediate needs and opportunities related to the forthcoming <br />Kaiser Permanente Medical Center and Lit San Leandro high speed fiber optic network. The <br />study was also intended to guide transformation of the industrial area into a vibrant, innovative <br />and attractive 21st century workplace that will stimulate the creation of high paying jobs and <br />attract or retain advanced manufacturing and high tech companies. <br />FTS and Spinnaker Strategies presented their findings and recommendations to the City <br />Council on September 9, 2013 and at a Council work session on October 7, 2013. In addition, <br />FTS made a community presentation on October 2, 2013 at the Zero Net Energy Center. <br />In the attached final report, FTS describes the City's historical and current industrial area and <br />evaluates the area's strengths, weaknesses, opportunities and threats. The report also <br />contains a list of opportunity sites vulnerable to change and an outline of strategies to better <br />adapt the industrial area to current economic opportunities and the demands (e.g., <br />City of San Leandro Page 1 Printed on 21412014 <br />
