City of San Leandro <br />Meeting Date: March 7, 2016 <br />Staff Report <br />Agenda Section:File Number:15-733 CONSENT CALENDAR <br />Agenda Number:8.D. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution Accepting the Work for the Fiber Conduit for <br />Broadband Network Project, Project No. 2013.0320 <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council accept the work and authorize the City Manager to file <br />the Notice of Completion, release the performance and payment bonds, and release the <br />maintenance bond upon successful completion of the one-year maintenance period. <br />BACKGROUND <br />In partnership with Lit San Leandro and to promote business growth in the local area, high <br />speed communication infrastructure was expanded into underserved industrial areas of the <br />City, primarily the Adams Tract, Catalina/Farallon area, and the southern Alvarado corridor. <br />The City received grant funding from the United States Economic Development Agency (EDA) <br />for the installation of communication conduits. <br />The project expanded the City’s communications network capability by installing <br />approximately eight and a half miles of conduit ready to receive fiber optic cables. The City’s <br />fiber optic conduit network now exceeds 26 miles (see attached map). <br />A favorable bidding environment allowed this project to be completed under budget and add <br />additional conduit alignments into the project scope. A contract change order enabled an <br />increase from 7.5 to 8.5 miles of installed conduit and at completion, the project remained <br />under budget. Remaining grant funds will be used in a subsequent project to further increase <br />the fiber optic conduit network. <br />In addition to promoting growth and creating jobs in the industrial sector, the extensive conduit <br />network infrastructure also provides the opportunity for schools, the community and <br />businesses throughout the city to easily and readily connect to high speed internet <br />communication service.
