- r <br /> 411 <br /> IN THE REDEVELOPMENT AGENCY OF THE CITY OF SAN LEANDRO <br /> RESOLUTION NO. 2000 - 9 (\ \ <br /> I:20 <br /> RESOLUTION OF THE SAN LEANDRO REDEVELOPMENT AGENCY OF <br /> THE CITY OF SAN LEANDRO ADOPTING A <br /> MITIGATED NEGATIVE DECLARATION AND ADOPTING FINDINGS RELATED <br /> THERETO FOR APPROVAL OF THE OWNER PARTICIPATION AGREEMENT WITH <br /> FORD LEASING DEVELOPMENT COMPANY <br /> FOR THE DEVELOPMENT OF THE PROPERTY AT 1111 MARINA BOULEVARD <br /> (APN 77A-0648-023-01) <br /> RECITALS <br /> WHEREAS, the Redevelopment Agency of the City of San Leandro ("Agency") and <br /> Ford Leasing Development Company ("Developer")have negotiated an Owner Participation <br /> Agreement ("OPA") ) for the development of 1111 Marina Boulevard into a new automobile <br /> dealership; and <br /> WHEREAS, an Initial Study and Mitigated Negative Declaration were prepared on <br /> February 10, 2000 and circulated for public review from February 14, 2000 to March 4, 2000; <br /> and <br /> WHEREAS, the Agency has received and reviewed copies of the Initial Study and the <br /> Mitigated Negative Declaration; and <br /> WHEREAS, the Agency has prepared a Mitigation Monitoring Plan for the Project. <br /> NOW, THEREFORE, the Redevelopment Agency of the City of San Leandro does <br /> resolve as follows: <br /> Section 1. That,pursuant to the California Environmental Quality Act, the Agency <br /> makes the following findings: <br /> a. The Agency finds that the Agency has conducted an independent analysis of the <br /> adequacy of the proposed Mitigated Negative Declaration. <br /> b. The Agency finds that, on the basis of the following specific findings, the Project <br /> permitted as a result of the Owner Participation Agreement will not have a significant effect on <br /> the environment. <br /> c. The Agency finds that the Mitigation Monitoring Plan sets forth an adequate program <br /> 1 <br />
