City of San Leandro <br />Meeting Date: February 20, 2018 <br />Staff Report <br />Agenda Section:File Number:18-064 PUBLIC HEARINGS <br />Agenda Number:5.A. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Cynthia Battenberg <br />Community Development Director <br />FINANCE REVIEW:Not Applicable <br />TITLE:Staff Report to Certify the Final Environmental Impact Report for the Bay Fair <br />Transit-Oriented Development (TOD) Specific Plan and to Adopt the Bay Fair <br />TOD Specific Plan <br />SUMMARY AND RECOMMENDATIONS <br />On January 18, 2018, the Planning Commission unanimously recommended the certification of <br />the Bay Fair TOD Specific Plan Environmental Impact Report (EIR) and adoption of the Specific <br />Plan (including the Addendum). The Planning Commission also recommended City Council <br />receive and review comments from Commissioners Brennan and Breslin on both documents. <br />See Exhibits A and B for the executed Planning Commission resolutions and the attached <br />comments from both commissioners. See Exhibit C or the final Plan Area map and boundaries. <br />Staff recommends that the City Council certify the Bay Fair TOD Specific Plan EIR and adopt the <br />Specific Plan. <br />BACKGROUND <br />In 2014, the City of San Leandro applied for and received a highly competitive $440,000 Priority <br />Development Area (PDA) planning grant from the Metropolitan Transportation Commission <br />(MTC). The City also contributed local funds and in-kind contributions to match the grant along <br />with contributions from BART, Madison Marquette (the owner of the Bayfair Center) and Alameda <br />County. BART, Madison Marquette and Alameda County entered into a Memorandum of <br />Understanding (MOU) with the City in 2014 to memorialize their roles as project partners in the <br />creation of the Specific Plan and their funding and in-kind staff time commitments. In 2015, the <br />City issued a Request for Proposals for qualified planning firms to serve as lead consultant for the <br />Specific Plan. The City selected Berkeley-based Raimi + Associates. <br />In 2016, the City Council approved a diverse 21 member Community Advisory Committee (CAC), <br />of which 4 members were from unincorporated Alameda County.
